We develop strategic and operational plans, institutional monitoring dashboards, results-based budgets, performance evaluations, change management programs, and executive training.
We generate technical, scientific and academic knowledge to deepen the empirical understanding of development governance, results-based management in development and sectoral, institutional and territorial strategic planning.
About Us
We are a civil association founded in 2014 with the purpose of promoting strategies, policies and public actions aimed at increasing human development in Argentina, in accordance with the concept proposed by the United Nations Development Programme (UNDP).
Under this approach, the organization focuses its work on expanding people’s opportunities and capabilities, prioritizing the richness of human life over the mere expansion of economic wealth. Human development, understood as a multidimensional process, requires integrating diverse perspectives and knowledge; therefore, the PLANES team is made up of professionals from multiple disciplines who contribute a comprehensive view. These include legal sciences, political science, economics, international relations, public and private administration, sociology, and communication.
In addition to their participation in PLANES, the Institute’s members work in diverse professional fields, both in the public sector—at the national, provincial, and municipal levels—and in civil society and private sector organizations. The team’s experience spans key areas such as education, health, social development, security, defense, the economy, and the environment. This interdisciplinary approach allows PLANES to provide specialized technical assistance in the planning, monitoring, and evaluation of sectoral plans, programs, and projects to governments, international organizations, and social organizations.

Programs
PLANES divides its work into four thematic areas that seek to encompass the main scientific perspectives from which development planning in Latin America and the Caribbean is approached. These areas structure our Work Programs, all of which are comprised of technical teams whose mission is to identify best practices and lessons learned that contribute to optimizing public performance in generating sustainable results.
DEVELOPMENT GOVERNANCE
At PLANES, we analyze the generation of development outcomes, recognizing the plurality of actors currently able to participate alongside the public sector in the public policy design process. We study government capacities as a necessary but not sufficient condition for generating development, incorporating into the analysis the policy networks formed through their interdependence and cooperation with non-state actors to achieve these objectives.
The Governance for Development program aims to lay the groundwork for identifying best practices and lessons learned that contribute to good development governance through the design of strategic planning systems. These systems generate the objectives for outcomes and impact to be achieved through the efficient combination of inputs and outputs.
SUSTAINABLE DEVELOPMENT AGENDA
The United Nations (UN) “2030 Agenda for Sustainable Development,” structured around 17 Sustainable Development Goals (SDGs) and 169 targets, constitutes the current framework for state-led development outcomes.
The Sustainable Development Agenda program promotes the adaptation of the 2030 Agenda’s content to the realities of each country, the integration of the process with national and subnational strategic planning dynamics, the development of appropriate metrics for its evaluation and monitoring, and its connection to the budgetary system.
MANAGEMENT FOR RESULTS
The results-oriented public management model represents the main conceptual and methodological framework in Latin America and the Caribbean for organizing the public sector to achieve development outcomes understood in terms of generating public value (objective changes in social variables).
Its application as a management strategy requires a systemic approach to management, seeking to improve public performance through the coordinated functioning of the macro-processes of strategic planning, budgeting, resource management, monitoring, and evaluation.
The Results-Based Management program aims to address the study of strategic planning, identifying best practices and lessons learned related to its institutionalization, consistency, operability, and participatory nature, emphasizing the institutional challenge of conceptually, technically, and temporally coordinating planning and budgeting systems.
MODERNIZATION OF THE STATE
In Latin America and the Caribbean, initiatives to improve the quality of government management and public services are currently framed within modernization and capacity-building plans. These plans generally aim to reduce bureaucracy, increase transparency, support innovation, incorporate technology, professionalize public employment, promote citizen participation, and strengthen results-oriented management. While these initiatives are typically driven by the central (federal) administration, their intended application is multi-level, meaning they involve government commitments at the provincial, municipal, and city levels.
The State Modernization Program seeks to influence development planning within the context of modernization plans, prioritizing the study of their multi-level articulation, the integration of technology into the process, and the tools for their implementation and monitoring.
At PLANES, we approach the analysis of development outcomes from a post-governmental perspective, recognizing the plurality of actors currently capable of intervening alongside the public sector in the process of shaping society. We study the capacities of governments as a necessary but not sufficient condition for generating development, incorporating into the analysis the policy networks formed from their interdependence and cooperation with non-state actors to achieve these objectives.

WHAT WE DO
The Institute for the Formulation of Development Plans was established as a civil association in 2014. Its purpose is to promote strategies, policies, and public actions to increase human development as understood by the United Nations Development Programme (UNDP), seeking the expansion of rights, equal access to opportunities, and the contribution to the promotion of the common good. Among its specific purposes is the development and implementation of evidence-based methodologies that strengthen the institutions responsible for promoting human development. The organization collaborates with public and private institutions to achieve goals related to the global human development agenda.
